Homebrewを使ってると
Warning: A newer Command Line Tools release is available.
Update them from Software Update in System Preferences or
https://developer.apple.com/download/more/.
との警告。リンクからたどって、
Command Line Tools for Xcode 11.4
をインストールしておいた。
